At UFO Congress, Alien Tech, Government Cover-Ups and Credibility on the Agenda

Tell people you've seen a UFO, and you might get written off as a nut -- and indeed, there are nuts out there.
But even in the last few years, there have been UFO sightings that can't easily be explained away, along with testimony from highly credible witnesses.
At the 20th annual International UFO Congress, or IUFOC, nearly 30 speakers will travel from around the world to Scottsdale, Ariz., on Wednesday for a five-day conference with topics including alien technology, government cover-ups, black projects, crop circles and ultimate disclosure of extraterrestrial visits to Earth.
"This year is pretty exciting because we have a very credible lineup -- we're really bringing a strong ex-military presence. We have six retired military personnel, three of whom were officers," said Alejandro Rojas of Open Minds Production, which is hosting the event.

"It's one thing to hear about here and there where the media will focus on certain stories, but to have all of these people together in one spot, I think, can be very moving and very eye-opening," Rojas told AOL News. "Especially when you see an abundance of people who are very credible and willing to talk openly about their beliefs that we're being visited by extraterrestrials."
The list of IUFOC speakers reads like a Who's Who of all things otherworldly. It includes Paul Hellyer, former Canadian minister of national defense; retired U.S. Army Col. John Alexander, a UFO myth and reality insider; Linda Moulton Howe, an Emmy Award-winning TV producer and investigative reporter; nuclear physicist Stanton Friedman; best-selling cover-up and conspiracy author Jim Marrs; award-winning space and missile defense consultant Carol Rosin; and retired U.S. Air Force Col. Charles Halt, the highest ranking U.S. military officer speaking about his personal, dramatic UFO experiences while in the military.
Also on hand at the event will be Nick Pope, author of "Open Skies, Closed Minds" (Dell), who was, essentially, Britain's real-life Fox ("X-Files") Mulder when he headed up the British government's UFO project at the Ministry of Defense, or MoD.

Pope's analysis of UFOs and his access to classified government files on the subject eventually convinced him that while some unidentified flying objects represented a real mystery, they didn't seem to threaten Britain's national security.
"I was charged to investigate every UFO sighting reported to the ministry and to assess whether there was evidence of anything of any defense significance. Was there a threat or was there anything else of any more general defense interest?" Pope told AOL News.
"For example, if any of these sightings could have told us anything interesting about aerodynamics and propulsion systems, irrespective of what these things are, whether we detected any threat or not, that might have been interesting from a technological perspective."
During Pope's 21-year career at the Defense Ministry, he wore different hats, serving in a number of positions. In 1991, when he began his three-year stint in charge of the UFO division, he was initially skeptical about it all.
"The MoD's position was: We don't know what these things are, we don't believe that they're of any defense significance [because in the decades that they'd been investigating this, there'd been no evidence of any hostile intent], but the Ministry of Defense said it remained open-minded about the possibilities of extraterrestrial life. In other words, the department really wasn't taking a view one way or the other."

Author and investigator Nick Pope headed up the British Ministry of Defense's UFO office for three years and emerged less of a skeptic than when he started.
His work led him to specific conclusions about UFOs.
"I think, like all those who have gone before me in any government UFO program, I found that most of these things, of course, had conventional explanations. I'd say 80 percent are explained as misidentifications of all the usual objects and phenomena that you would expect: aircraft lights, weather balloons, satellites, meteors, bright stars and planets, etc. I'd say about 15 percent insufficient information to make a meaningful assessment either way. And 5 percent unknown."
Even though he had access to all kinds of UFO reports to pore over in his "X-Files" job, Pope was most interested in that elusive 5 percent of unknowns.
"With my Ministry of Defense background, it was very much sightings from police officers, pilots -- both commercial and military -- and sightings from radar operators (again, both civilian air traffic controllers and military fighter control). So, it's those sorts of sightings that were of most interest to me."
While Pope began his government research as a UFO skeptic, he didn't end up a true-blue believer in little green men, either.
"But I certainly did come out a little less dogmatic in my skepticism, and I came out thinking, 'Well, hey, wait a minute, there's more to this than just aircraft lights and weather balloons and misidentifications and hoaxes and delusions.'
"I'm not saying that these things are extraterrestrial, but I emerged from that job thinking, 'Well, you know what? I can't rule out that possibility.' I think my headline-finding, as it were, was that I knew what it wasn't, but I didn't know what it was."
At this week's IUFOC conference, Pope plans to talk about recent discussions by Britain's prestigious Royal Society concerning the possibilities of contact with extraterrestrials.
"You hear a lot of people say that the day after it's announced that we're not alone -- whatever form that announcement takes -- you hear people say that the world will change forever. And one of the interesting points that was made at the Royal Society was, you know, actually it won't."
Whether or not UFO disclosure is around the corner, Pope says he'd be happy if one of the more exotic theories -- such as extraterrestrials or interdimensionals -- ends up being true.
And like his fictional counterpart, Fox Mulder, this investigator wants to believe the truth is out there.
"I absolutely hope that it turns out to be something like aliens. It would be a far more interesting world with aliens in it than not."

Astronaut and Aerospace Experts Introduce New Space Treaty
Proponents of the banning of space-based weaponry have drafted a Treaty which will ban space-based weapons and acknowledges the existence of extraterrestrial cultures.
Dr. Carol Rosin released the Outer Space Security and Development Treaty of 2011 during her presentation at the International UFO Congress held last weekend in Scottsdale, Arizona to a standing ovation. Dr. Rosin, an aerospace consultant, drafted the Treaty along with Dr. Scott Jones, a former senior aide to U.S. Senator Claiborne Pell, Apollo astronaut, Dr. Edgar Mitchell, former Boeing executive Abe Krieger, and retired naval Commander Will Miller.
Just last week the Associated Press covered a story regarding Pentagon leaders calling for the U.S. to strengthen the military in space, emphasizing the importance of satellites in waging war. They reported that General Kevin Chilton, recently retired from leading the U.S. Strategic Command, said, “We need to be thinking about how we would go into future conflicts and make sure that we unlevel [that] battlefield in our favor.” He said space has “become a critical part of every other [battlefield] domain.”
However, this new Treaty points out the huge costs, dangers, and threats to all on Earth and in Space from space-based weaponry, emphasizing that space-based weapons would block as Dr. Rosin says, “unlimited benefits and opportunities available to all humankind in areas of health, education, the economy, mutual security, energy, and the environment, from cooperative ventures in space.” This Treaty points out that peaceful, world cooperative civil, commercial, entrepreneurial and military ventures will help solve urgent and potential problems of human needs, our environment and energy, stimulate economies, jobs and profits, and build security systems based on collaboration rather than confrontation. Indigenous nations are parties to the treaty, which can be made a law with nine nation state signatories.
Taking a lead from the recent press conference at the National Press Club in Washington, D.C. where military officers testified that they were present when UFOs deactivated nuclear missiles, the Treaty goes on to state that, “to neutralize any missile or nuclear capability is in itself not a threat message, but does serve notice of our limited understanding of physics and the clearly dangerous consequences of continuing to use destructive technologies.” This sentiment is shared by the gentlemen who held the press conference.
Dr. Rosin stated, “This Treaty calls on nation state presidents to immediately become Signatories to this Treaty: to sign, ratify, and send it to the office of the UN Secretary General that is the Treaty Depositary. Participants in the International UFO Congress as well as all world citizens can send this Treaty to presidents as part of a grassroots Call to Action.”

I’ve known Carol Rosin since 1992, when I attended the first Women of Vision Conference in Washington, D.C., where she got up on the podium and proceeded to make our jaws drop, so remarkable and dramatic has been her life. She had resisted being a presenter at that conference, and at the last minute agreed. Same with this conference, only signing on a few days beforehand.
Back in 1992, as soon as she got off the podium, as she tells it, “This woman came running up the aisle and accosted me, said I needed to tell my story for history, and that I was going to do it her magazine!”
Well, we did tell Carol’s story in my magazine, Crone Chronicles (www.bbimedia.com/store/index.php?main_page=index&cPath=19_118&zenid=d60537f9c18e1279d963872eb6692339), in just about every single quarterly issue until I closed the magazine in early 2001.
Many readers couldn’t understand why I keep publishing Carol Rosin. But to me, what she was telling us placed all our other concerns in a perspective that we needed to hear, even though we weren’t quite ready for it then.
Better known to the world, is Carol’s 2001 testimony at Steven Greer’s Disclosure Project (www.youtube.com/watch?v=7ALLUuvsVkM) in which she detailed her work as an aerospace executive mentored by rocket scientist Werner Von Braun and the promise he extracted from her on his deathbed to keep the military/industrial complex from weaponizing space.
Carol’s presentation at the UFO Congress was riveting, and inspired a rare standing ovation. She spoke without notes (they had magically disappeared from the table in back of the stage only moments before she went on), and brought down the house. Carol stood up there like an incarnation of Kali/Athena, channeling female passion in action, center stage. She serves as an incredible example for all women to encourage us to express our deepest concerns.

Just prior to the conference, Carol had gathered four men to write up the latest version of the Outer Space Treaty, one of them being astronaut Edgar Mitchell. (Since she spoke without notes, she forgot to mention who the others were, and time was moving so fast there I forgot to get their names from her myself.) She implored us to get a copy of The Outer Space Security and Development Treaty of 2011 (www.openminds.tv; two Facebooks pages: Cosmos Treaty, and Ban Space-Based Weapons; and a new blog, www.cosmologicalpeace@blogspot.com) and email, fax, or mail it to nation state and indigenous leaders everywhere.
The document begins like this:
The Outer Space Security and Development Treaty of 2011 establishes a framework and procedures to assure that space will be a neutral realm from which all classes of weapons are banned and from which no hostile action shall be taken toward Earth or the surrounding Cosmos.
This Treaty invites Nation States to become Signatories to this Treaty and invites all parties, including Nation States, Indigenous Nations and Cosmic Cultures, to commit to plan and assist in the orderly development and implementation of a framework and procedures that will assure and verify that space is and will remain a neutral realm from which all classes of space-based weapons are banned in perpetuity.
What’s most remarkable about the Treaty is that it invites not only nation state leaders, to be “signatories,” but indigenous leaders and cosmic peoples (ETs) to be “parties” to it. To those who have not yet understood about the long-time presence of our cosmic visitors, this idea may sound like a joke.
It is no joke.
The other remarkable thing about the Treaty is that it is set up to have only nine nation-state signatories before it becomes law at the United Nations!
I suggested that we should send out the Treaty as a petition over the internet with the goal of 5 million signatures, or hell, how about 50 million or 500 million! The point is, as Carol said, this treaty will finally put a lid on the arms race, and then we can turn around and begin to de-weaponize earth as well.
After her speech, Carol, who has been in relative seclusion for a number of years, was mobbed, as I knew she would be. Especially by women, who see in her a standard-bearer. Though the two of us were together a number of times during the next four days, always we were interrupted by yet at least one more woman who needed to connect with her as an embodiment of our deepest concerns.
Let’s all of us find that same passion that fuels the universe in ourselves, and send it into the world. We need to shift the entire operational system of earth from money and greed and secrecy into love and sharing and transparency. And we can do it. It is time. We are the ones we’ve been waiting for.

She implored us to get a copy of The Outer Space Security and Development Treaty of 2011 (www.openminds.tv; two Facebooks pages: Cosmos Treaty, and Ban Space-Based Weapons; and a new blog, www.cosmologicalpeace@blogspot.com) and email, fax, or mail it to nation state and indigenous leaders everywhere.
The document begins like this:
The Outer Space Security and Development Treaty of 2011 establishes a framework and procedures to assure that space will be a neutral realm from which all classes of weapons are banned and from which no hostile action shall be taken toward Earth or the surrounding Cosmos.
This Treaty invites Nation States to become Signatories to this Treaty and invites all parties, including Nation States, Indigenous Nations and Cosmic Cultures, to commit to plan and assist in the orderly development and implementation of a framework and procedures that will assure and verify that space is and will remain a neutral realm from which all classes of space-based weapons are banned in perpetuity.
What’s most remarkable about the Treaty is that it invites not only nation state leaders, to be “signatories,” but indigenous leaders and cosmic peoples (ETs) to be “parties” to it. To those who have not yet understood about the long-time presence of our cosmic visitors, this idea may sound like a joke.
It is no joke.
The other remarkable thing about the Treaty is that it is set up to have only nine nation-state signatories before it becomes law at the United Nations!
I suggested that we should send out the Treaty as a petition over the internet with the goal of 5 million signatures, or hell, how about 50 million or 500 million! The point is, as Carol said, this treaty will finally put a lid on the arms race, and then we can turn around and begin to de-weaponize earth as well.
After her speech, Carol, who has been in relative seclusion for a number of years, was mobbed, as I knew she would be. Especially by women, who see in her a standard-bearer. Though the two of us were together a number of times during the next four days, always we were interrupted by yet at least one more woman who needed to connect with her as an embodiment of our deepest concerns.
Let’s all of us find that same passion that fuels the universe in ourselves, and send it into the world. We need to shift the entire operational system of earth from money and greed and secrecy into love and sharing and transparency. And we can do it. It is time. We are the ones we’ve been waiting for.
